City of Phoenix Backflow Requirements Explained Simply
Do you legally have to test? Yes — here's the rule, the deadline, and what happens if you skip it.

Book My TestThe Rule in Plain English
The City of Phoenix's cross-connection control program requires every backflow prevention assembly to be tested at least once every 12 months by a certified tester. The test report must be submitted to the city within 10 days of the test date.
Who has to test?
- Homeowners with an irrigation/sprinkler system (that's most of Phoenix)
- Pool owners with auto-fill lines connected to potable water
- Businesses — restaurants, offices, HOAs, apartment complexes
- Properties with fire suppression systems
Who is allowed to test?
Only a tester certified to ASSE 5000 standards (or equivalent recognized by the city) using a calibrated gauge. Your landscaper can't legally do it. Your handyman can't legally do it. We can — every one of our testers is ASSE-certified.
What happens if you skip it?
- The city sends a compliance notice with a deadline.
- Miss the deadline and you face fines and potential water-service action.
- For businesses, non-compliance can affect permits and inspections.
New to Phoenix?
If you just bought a home with a sprinkler system, check whether the previous owner kept up with testing — the obligation transfers with the property. Not sure? Ask us and we'll help you check.
